PETALING JAYA: Now that the EMCO in the eight districts in Selangor has been lifted, it’s back to Phase 1 SOPs.
Here is a summary of what you need to know about rules for Phase 1 of the national recovery plan as well as a list of business sectors that are open or closed.
Personal rules
- No interstate or inter-district travel without police permission.
- Only two per household are allowed to purchase essential items; for medical trips including vaccination, two people and the patient are allowed.
- Only travel within a 10km radius from home, except for medical and vaccination trips, but only to the nearest facility.
- Only go out to buy daily essentials, medical supplies or for healthcare
- Only driver and passenger (in rear seat) allowed in an e-hailing car or taxi
- Jogging and exercise only allowed in open areas around one’s housing area with 2-3m distancing, from 7am to 8pm.
- Dining-in or park-and-dine not allowed
Social activities not allowed
- Face to face meetings
- Having visitors over, except for emergencies or deliveries
- Fishing, except for fishermen
- Photography activities
- Video shoots, filming, except for talks live-streamed individually
- Live or recorded broadcasting, except in the form of news, forums or talks
- Busking
- Meetings, conventions and exhibitions
- Driving lessons, maritime training institutes, flight lessons
What’s closed
- Farmer’s markets, night markets
- Cybercafes
- Lottery outlets, casinos
- Spas, reflexology centres, massage parlours, wellness centres, pedicures, manicures
- Barbers, hairdressers
- Furniture shops
- Car washes
- Jewellery, clothing, fashion, accessory shops
- Vehicle accessory shops
- Toy, sports equipment shops
- Florists/Nurseries
- Kindergartens, except for children whose parents/caretaker are both frontliners or in essential services
- Sports and recreational facilities or premises except public parks under local councils
- Cinemas, nightclubs, pubs
- Indoor playgrounds, karaoke centres, theme parks
- Zoos, edutainment centres, nature parks
Activities allowed
Education
- Students allowed to sit for international and/or professional exams
- Students in dorms or campuses allowed to remain there
Religion
- Prayers at mosques and suraus allowed, limited to 12 committee members. Other religious activities not allowed.
- Solemnisation for Muslims allowed at state religious department offices only.
- Marriage registrations for non-Muslims allowed at the national registration department.
- Other religious activities for non-Muslims at houses of worship allowed for 12 committee members only.
- Funerals according to guidelines by the state religious authorities (for Muslims) and the national unity ministry (for non-Muslims).
Business services (8am- 8pm unless stated otherwise)
- Food and beverage for deliveries or takeaway (6am-10pm). Food for animals (8am – 8pm)
- Medical and healthcare, including vets
- Water
- Energy
- Security
- Solid waste, sewage management
- Land, air and water transport
- Ports, airports, including management of cargo
- Communications, including the media, telecommunications, mail and courier services
- Banking, insurance, takaful and capital markets
- Community credit, such as pawnshops
- E-commerce and information technology
- Production, storage, supply and distribution of fuel and lubricants
- Hotels and lodging, only for quarantine purposes
- Construction, maintenance and critical repair (optimised capacity)
- Forestry (limited to enforcement) and wildlife
- Logistics for essential services
- Supermarkets, department stores, pharmacies, grocery stores, sundry shops and stationery shops. Limited to essential goods.
- Morning markets (6am to 2pm), wholesale markets (midnight to 6am then 11am to 4pm)
- Petrol stations (6am to 8pm except for those located at highways with tolls)

- Personal protective equipment (PPE) including rubber gloves, and fire safety equipment
- Medical equipment components
- Electrical and electronics
- Oil and gas, including petrochemical and petrochemical products
- Chemical products
- Machinery and equipment for manufacturing of healthcare and food only
- Textiles for manufacturing of PPE only
- Production, distillation, storage, supply and distribution of fuels and lubricants
(Optimum capacity allowed):
- Agriculture, fisheries and livestock and their supply chain.
- Plantation and commodities (oil palm, rubber, peppers and cocoa) and their supply chain.
House repairs and critical construction work allowed
Repairs to private residences and other critical maintenance and repair work are allowed.
All other construction work for main public infrastructure are also allowed.
Construction of workers accommodation is allowed.
Other construction work by G1, G2, G3 and G4 contractors are also allowed.
Repairs and maintenance include work on slope, road and bridge repairs and maintenance; traffic light management control; inspections and repairs of lifts, travelators, escalators and other critical mechanical and electrical equipment.
